89. FRANCIS W. PICKENS (1805-1869)Confederate Governor of South Carolina who ordered the bombardment of Fort Sumter. War-date L.S. on official letterhead, 2pp. 4to., [Columbia], Jan.13, 1862, to his Georgia counterpart, Gov. Joseph E. Brown. In part: "...I communicated to you the Resolution passed by the Legislature of South Carolina in relation to the generous gift by your State to the sufferers by fire in Charleston...I now enclose the above receipt, as a voucher for one hundred thousand dollars and again, in the name of the state, return you my sincere thanks..." Some soiling, else very good. On Dec. 11-12, 1860 a substantial portion of Charleston had been swept by a fire which had started in a sash factory.$300-400
