Educated in Paris, he began a career as a journalist. Elected to the Chamber in 1889, he became Under-Secretary of State for the Colonies, then Minister for the Colonies. He was a staunch advocate of the expansion of the Colonies. In 1899, he negotiated an agreement with Great Britain on the Nile Valley and Central Africa.
