Boldly Printed on Three Pages, Four Page Document, Signed “Jas. Monroe” on the third page as Secretary of State, Washington City, Printed date of June 26th, 1812, 13.5” x 8.5”, Choice Extremely Fine. The first two printed pages Entitled: “An Act Concerning Letters of Marque, Prizes and Prize Goods.” This Act of Congress being signed in type by “H. Clay, Speaker of the House of Representatives, Wm. H. Crawford, President of the Senate and Approved, (in type), JAMES MADISON. (As President).”
The third page being Entitled: “Instructions to Public and Private Armed Vessels of the United States.” This document is partially printed and actually fully completed in the manuscript portions; “To Captain Moss Olmstead commander of the private armed Ship called the Union of Philadelphia”. The four detailed and agreed “Instructions” sections of this privateer agreement being agreed to by the ship’s Captain and which ends with the manuscript statement; “By command of the President of the United States of America, - Jas. Monroe Secretary of State.” with a rich, bold brown ink signature “Jas. Monroe”. An exceedingly rare, highly important and complete as issued, War of 1812, historic American Naval document.
