To Andrew Lester, ālate Collector, San Joaquin, Californiaā. Sending $539 reimbursement for past expenses in collecting Customs revenue in his district.Ā While the Civil War raged hot and heavy in the East and South, it was business as usual in California for men like Lester, a Gold Rush hotel owner in Stockton who, as a good Democrat, had secured the political plum of running the cityās Customs office until Lincoln removed him. Nathan Sargent (1794-1875) who signed the sacked Lesterās reimbursement, was a well-known Whig and Republican political journalist who served in Washington as Sergeant-at-arms of the House of Representatives, Register of the US Treasury and Lincolnās choice to head the national Customs office, a post he held through the War until Grant appointed him a federal judge.Ā
