In full, "With reference to the plans to set up a factory to produce nitric acid, I am happy to inform you that the Government is interested in this plan, under the condition that it is to be implemented as quickly as possible. I am therefore requesting that you submit to me a detailed technical proposal, a cost proposal, etc, by the end of August of this year. And also submit your detailed plan for finance of the plant, in addition to the statements required by the financial groups, which are ready to invest the money by the end of October 1949. When it becomes clear to us that your plan is practical both from technical and from financial points of view, we will be ready to grant you the first rights in the management of the plant and we will assist you with its financing..." It should be noted that the development of extensive Zionist agricultural and industrial enterprises in Palestine aided the growth of Zionism and the independent movement in Israel.
