Description

[Slavery]. ACTS AND RESOLUTIONS OF THE SECOND SESSION OF THE THIRTY-EIGTH CONGRESS, Begun on Monday, December 5, 1864, and ended on Saturday, March 4, 1865. Wash: GPO, 1865. 8vo. [3], 4-203 pp. Contemp ¼ leather and marbled board. Spine perished, covers separated. Pastedowns have evidence of label removal, subsequent label on front pastedown, rubber stamp and ink number on title leaf. (Near the lettering without overlapping it). Dampstain mostly to corners, overlapping text until around p42, marginal thereafter, then overlapping printed area again around p189. Contents otherwise very good. Includes the resolution proposing the 13th Amendment to the states-- the Constitutional prohibition against slavery. (Lower portion of p168.) The 13th Amendment was proposed Feb. 1, 1865, and was ratified Dec. 6, 1865. The amendment reads “Sec. 1. Neither slavery nor involuntary servitude, except as punishment for a crime, whereof the party shall have been duly convicted, shall exist within the United States, or any place subject to their jurisdiction. Sec. 2. Congress shall have power to enforce this article by appropriate legislation.” This is followed by a resolution denying the seceding states representation in the Electoral College.
