Scarce imprint: "Executive Order No. 9489 of the President of the United States Letter of the Secretary of War Public Proclamation Number One", issued by Gen. Richardson in Honolulu on Oct. 24, 1944, 12pp. sm. folio. The folding imprint sets forth the text of Stimson's letter appointing Richardson Military Governor of Hawaii, and Richardson's immediate orders which include designating the future state a military territory, giving himself the power to eject or evacuate citizens, banning those of German or Japanese nationality or descent from possessing firearms, explosives, etc., censoring mail and communications, etc. Much more fine content.
