Scarce partly-printed D.S. as President, 1p. folio parchment, Washington, Aug. 18, 1856, the naval appointment of Philip S. Wales to serve as "Assistant Surgeon in the Navy", signed at bottom, also signed by Secretary of the Navy JOHN C. DOBBIN. Mailing folds, a few very lightly toned areas, else fine condition. Archival tape repair on verso, can be easily removed and professionally restored.
