Description
[George Washington]. Edmund Randolph Printed Congressional Act Signed "Edm: Randolph" as secretary of state. One page, 7.5" x 13". Two acts of the Third Congress of the United States held at Philadelphia on November 3, 1794, appear on this sheet. The first, "An ACT to authorize the officers of the Treasury to audit and pass the account of the late Edward Blanchard, deceased," decrees that the "accounting officers of the Treasury be, and are hereby authorized to audit and pass the account of the late Edward Blanchard . . . according to the course of Treasury settlement." The second, "An ACT authorizing a loan of two million of dollars," empowers the president to "borrow, on behalf of the United States, any sum not exceeding two million of dollars, at an interest not exceeding five per cent. per annum . . . to be repaid out of the duties on impost and tonnage, to the end of the year one thousand seven hundred and ninety five."
Signed twice in print by Frederick Augustus Muhlenberg as speaker of the House, by John Adams as vice president, and by George Washington as president. The document is heavily damaged in places, with some areas of paper loss, and has been archivally mounted to a backing sheet. Spots of light foxing scattered throughout.
