This was the last State loan that still relied on voluntary subscriptions. Despite an extensive propaganda campaign, bond subscriptions did not go smoothly, especially in the rural areas. State goals for bond placement were met, but from 1929 onwards, bond placement methods became far more heavy-handed, and purchase of loan bonds by every worker became practically mandatory.
