(Thomas, colonel, first British Governor of New York, later second Earl of Limerick, 1634-1715) Commission to Nicholas Manning of a Company of Foot in the militia at Pemaquid, Cornwall County, Colony of New York [now Maine], D.s. "Tho Dongan" in a secretarial hand, manuscript, remains of red wax seal, tears along folds, piece torn away not affecting text, 420 x 295mm., 28th April 1684; and another document appointing Manning as Judge of the Inferior Court of Common Pleas in Cornwall, New England, Ds by a secretary, manuscript on vellum, 182 x 345mm., 1688 (2). After the execution of Charles I Dongan left England and served in the campaigns in France under Turenne, and became colonel of an Irish regiment. Through the Duke of York, who had also served with Turenne, Dongan was appointed Lieutenant-Governor of Tangiers in 1678. In 1682 the Duke appointed Dongan as Governor of New York Province and granted him an estate on Staten Island. He convened the first assembly in the province in 1683 which passed an act entitled, "A Charter of Liberties", long remembered as a model for government. In 1688 the province of New York was merged with the province of New England and Dongan was relieved of his command. He returned to England in 1691 and on the death of his brother William in 1698, became second Earl of Limerick.
