The typed document appoints John William Taylor, Ambassador Extraordinary and Plenipotentiary at Mexico City, to be 'Our undoubted Commissioner, Procurator and Plenipotentiary in respect of Our United Kingdom of Great Britain and Northern Ireland' and to enter into discussions relative to telecommunications between British Honduras and Mexico and granting Taylor 'all manner of Power and Authority to…conclude with such Minister or Ministers….as may be vested with similar Power and Authority on the part of Our Good Friend the President of the United States of Mexico, any Treaty, Convention, Agreement, Protocol or other Instrument that may tend to the attainment of…[telecommunications]…and to sign for Us, and in Our name…everything so agreed upon and concluded….as We Ourselves could do, if personally present…' With a red blind embossed seal affixed at the conclusion, the seal issued in the name of King George VI.
