Madden, the veteran progressive Republican Congressman from Chicago, an Irish immigrantwho had a leg amputated as a child laborer, (see previous listing) declared that a proposal to "exclude all members of the African or black race" from immigrating to the US - similar to "exclusion" of Chinese and Japanese - would "humiliate 10,000,000 loyal American citizens and place the stamp of inferiority upon them."
