25. Jeweled Ivory and Gold Dress Cane-Ca. 1870-Plain turned cylindrical and longer ivory handle topped by a gold ball knob, ebony shaft with an ivory ring collar and an ivory ferrule. The gold ball is embellished on the top with a gold flowering twig set with emeralds and rubies on a back ground encrusted with tiny pearls and on its lower part with a delicate filigree beaded ring above a collar with a row of individually set cabochon turquoises. Refined French taste is apparent on the profile of this Badine which survived in mint condition. It is our opinion that this cane was made before 1973 and the ivory has not been repaired or altered. I have attended and also spoken before the Presidents Committee in Washington D. C. on this subject and I am in weekly contact with Fish and Game. The law for Pre-Cites pieces has not changed as per May 2015. It is involved in government red tape and when it comes out of the finance office it will be published in the Federal Register for 30-60 days for public comment. In the government a new law cannot take effect until an old law is revoked and the old law of 1973 has not been revoked. When and if the old law is revoked it is our opinion that antique ivory canes will still be eligible to be sold in the market place.
