Woodrow Wilson (1856-1924) 28th President. 15 ¾" x 19 ½" document signed, Washington, January 25, 1916. The document is a Naval appointment of Elmer K. Niles as a Lieutenant, Junior Grade. The appointment is countersigned by Josephus Daniels (1862-1948), Secretary of the Navy. Both signatures are a little faded but legible, the blue seal is scuffed.
