56. (EMBARGO ACT OF 1813) Printed document 3pp. legal folio, Washington, Dec. 17, 1813 entitled: "AN ACT laying an Embargo on all ships and vessels in the ports and harbors of the United States." Signed by the Acting Secretary of the Treasury and directed to the Collector of Customs for Beaufort, S.C. The act was passed by Congress in response to New York and New England merchants who were provisioning the British in Canada and off of the East Coast of the U.S. The act was slightly modified when strict enforcement led to a famine on Nantucket. By March of 1814 however, it had become clear that the embargo was not fulfilling its purpose and Congress repealed the act in April on recommendation of Madison.
