The Russians tried to install nuclear weapons on Cuba in 1962 triggering the Cuban missile crisis. The crisis was narrowly averted. In August 1963, Kennedy realizing the danger the world had avoided, negotiated the first nuclear test ban treaty with the Soviet Union. The agreement called for an end to atmospheric testing of nuclear weapons. Signed Original Department of State Bulletin "official weekly record of United States Foreign Policy" pertaining to the Nuclear Test Ban Treaty. Dated August 19, 1963. 8" x 10", in the center is the Great Seal with Eagle. The front of this official, historic bulletin has been signed by John F. Kennedy and many of his cabinet including his Secretary of State, Dean Rusk, the Senate Majority Leader, Mike Mansfield, Undersecretary of State, W. Averill Harriman, Vice President, Lyndon B. Johnson [Johnson's signature, as always, is probably secretarial], Senator J.W. Fulbright, (Chairman of the Senate Foreign Relations Committee) CIA Director John McCone. The primary topic of this bulletin is "Negotiating a Limited Treaty banning Nuclear Test". Considered by some to be one of the most historic pieces of Presidential Legislation of the 20th Century.
