The certificate awards the Legion of Merit to Major David Markovich of the 49th Division of the Red Army for "…exceptionally meritorious service in connection with military operations against the common enemy…while commanding Russian forces…in the vicinity of Linz, Austria…." Unique because it has been issued after the conclusion of World War II and at the onset of the Cold War.
