CONDITION: lightly hinged, rich color on strongly blued paper, centered slightly to right where reperfed GRADE: FINE CERTIFICATES: 1964 and 2008 PF (the former not mentioning reperforating) COMMENTS: According to Johl (Vol. 1, page 175), the archives of the Post Office Department were the only source of the 4c and 8c Bluish Paper issues. Approximately 80 of each were traded for rare stamps missing from the archives. When the Washington-Franklin series were first produced, the Bureau struggled with quality control due to paper shrinkage. The characteristic blue tint to the paper resulted from rag content being added to the wood pulp mixture. Scott Catalogue: $24,000
