COMMENTS: According to Johl (Vol. 1, page 175), the archives of the Post Office Department were the only source of the 4c and 8c Bluish Paper issues. Approximately 80 of each were traded for rare stamps missing from the archives.
When the Washington-Franklin series was first produced, the Bureau struggled with quality control due to paper shrinkage. The characteristic blue tint to the paper resulted from rag content being added to the wood pulp mixture.
