The letter typed on White House letterhead to Daniel Patrick Moynihan reads in full, "Dear Mr. Chairman: Thank you for your recent letter regarding the withdrawal of Russian troops from the Baltics. As you know, my administration has consistently pressed this issue at all levels in our contacts with the Russians. Promoting progress on the withdrawals was a top priority of my recent meetings with President Yeltsin in Moscow. At my urging, President Yeltsin agreed to a compromise on the last major outstanding issue in the withdrawal talks with Latvia: the transition period for rental and dismantlement of the Russian radar facility at Skrunda. I subsequently discussed this compromise with Latvian President Ulmanis and with a visiting delegation from the Latvian Foreign Ministry and Parliament in an attempt to move the two sides closer to final agreement. I am encouraged that these efforts may soon meet with success. The early and orderly withdrawal of Russian troops from Latvia and Estonia will remain a high priority for my administration. The strong bipartisan consensus of the Senate on this issue, as evidenced by your recent letter, has been instrumental in promoting the progress toward full withdrawal that we have seen to date.
