Original Civil War era complete issue on cotton & rag paper. "Abolotion of slavery in the District of Columbia. Message of the President. The following message was sent today to Congress by the President: Fellow citizens of the Senate and House of Representative the act entitiled 'An act for the release of certain persons helped to service or labor in the District of Columbia' Has this day been approved and signed. I had never doubted the constitutional authority of Congress to abolish slavery.." Signed in print, "Abraham Lincoln".
