Confederate imprint, 1p. octavo, being General Orders No. 104 issued by Command of General Beauregard, Head Quarters, Department of S.C., Ga., & Fla., Charleston, South Carolina, October 20, 1863, and reads in part: "...The attention of the Commanding General having been called to the fact that certain negroes at work on fortificatins in this Department have recently been punished by persons having no control over them, it is ordered that hereafter no punishment shall be inflicted upon slaves by any ohter than the overseer or superintendent in immediate charge of said slaves...All traffic of any kind whatsoever between enlisted men and slaves engaged at work on fortifications is expressly prohibited. It is unlawful, pernicious and demoralizing, and all persons found engaged in it hereafter will be held to a strict accountability. The attention of officers is specially enjoined to the enforcement of this regulation..." VG.
