Confederate imprint, "A BILL To be entitled An Act to authorize the 2d Auditor of the Treasury, or a Commissioner, to be appointed by the Secretary of the Treasury with the consent of the President, to take proof as to the expenditures of the State of Tennessee, in constructing military defences and the support of her army previous to its transfer to the Confederate Governemnt.", 2p. octavo, 1864, and reads in part: "...WHEREAS, The State of Tennessee ‘having measures looking to an early withdrawal from the United States, and to becoming a member of the Confederate States,’ in the Spring of 1861, raised troops for the Confederate service, and through the agency of her Military and Financial Board, expended about five millions of dollars in constructing military defences, the purchase of amrs and munitions of war, and the pay and support of her soldiers; AND, WHEREAS, The papers of the Military and Financial Board, together with the most of the vouchers from the different disbursing officers - (including the papers of the Commissary General, Surgeon General, Chief of Ordnance and other officers,) fell into the hands of the enemy on the evacuation of Nashville; some of the receipts of the Quartermaster and Commissary having been destroyed a few weeks before, by the burning of the buildings occupied by them; Therefore, The Congress of the Confederate States of America do enact, That the Second Auditor of the Treasury, by and with the advice and consent of the President, be hereby authorized to take proof of the amount expended by the State of Tennessee is constructing military defences..."
