BUCKINGHAM, William A. (1804 - 1875) Civil War Governor of Connecticut who worked closely with Lincoln, raising a greater than required number of volunteers. Manuscript Letter Signed, "Wm A. Buckingham" 1p. quarto, State of Connecticut, Office of the Commander in Chief, Norwich, April 19, 1861, addressed to General Jos. W. Williams, and reads "You are hereby directed to purchase eight hundred Sharp’s Rifles for the use of the state using your best judgment in making said purchase advantageously for the State..." VG.
