A great partly-printed war-date D. S. "W. A. Buckingham, 1p oblong folio, Hartford, May 16, 1861 appointing Seth Terry notary public in Hartford County. WILLIAM A. BUCKINGHAM (1804-18750 Civil war Governor of Connecticut who worked closely with Lincoln raising a greater than required number of volunteers for his state. Negligible ink burn to engrossment, else very good.
