Official Copy of a Circular issued "By Command of Maj. Gen. Burnside" 2p. folio, Head Quarters Army of the Potomac, Office of Chief Quarter Master, Camp near Falmouth, Virginia, January 15, 1863, and reads in part: "...The following directions will be observed whenever an engagment is about to take place. I. Immediately after the movements of the troops, the wagons of the different Corps, will be parked by Divisions and Brigades, at a distance from the field of action, sufficient to be out of cannon range...IV. Ammunition trains when moving towards the field of action, will not halt on the roads, until they reach their destination, except when necessary for the passage of troops then on the road...VII. At the commencement of an engagement, the Chief Quarter Masters of the several Grand Divisions, will detail an Officer of the Q.M. Dept. to report to this Office with Orderlies for duty. The Officers so detailed will inform themselves of the exact position of all trains belonging to their respective Grand Divisions so that such trains may be ordered forward by the proper roads and bridges..."
