Manuscript Letter Signed, "Jno. W. Pervis" 2p. quarto, Offical Treasury Department, Office of Internal Revenue, lettersheet, Washington, March 31, 1864, and reads in part: "...The only officer under the Internal Revenue law, that we are authorized to call upon to assist in the distribution of stamps is the collector. Unless we can have the assistance of his services in the work it will be impossible to accomplish it. The stamps must be brought in some way within the reach of those that are to use them, otherwise the law will be a dead letter...It may be that the law might be made better, That is the business of the legislation, not of the executive branch. All we have to do is to obey the law as we find it, and execute is provisions as well as we can. If Congress shall see fit to give increased facitlities for supplying the people with stamps, I have no doubt the country will be benefited and the officers of the revenue to some extent relieved..."
