MORGAN, Charles Hale (1834-1875) West Point graduate of the Class of 1857, was commissioned into the U.S. Army’s 4th Light Artillery on April 1, 1861, was breveted major after Gettysburg, and brevetted colonel for his actions at Spottsylvania & Wilderness, promted to Brigadier general May 21, 1865, after the war he was stationed at various posts before dying at Alcatraz Island. Printed Document, 1p. octavo, Head Quarters Second Army Corps, Cole’s Hill, Culpepper Co., Va, March 28, 1864, being "General Orders No. 12" announcing the staff of Major General Winfield Scott Hancock, including the appointment of "...Lieut-Col. C.H. Morgan, Asst. Insp. General, is announced as Chief of Staff to the Major General Commanding, he will be obeyed and respected accordingly..." About VG...plus; Circular Signed, "C.H. Morgan" Lt. Col. & Assistant Inspector General, 4p. octavo, Office of Assist. Inspector General, Head Quarters Second Army Corps, April 14, 1864, listing additions to various submitted orders, includes "Gen. Order No. 107, 1862....Par. VI forbids any officer or soldier to leave his colors or ranks to take private property, or to enter a private house for such a purpose. Such acts are punishable with death, and officers permitting them are equally guilty with the actual pillagers... Gen. Order No. 40, of 1863, par. I., directs prisoners, deserters, contrabands, newspapers & c. coming from the enemy to be forwarded to the Provost Marshal without delay..." Much more. VG.
