Booklet, "SPEECH OF HON P. HITCHCOCK, OF GEAUGA, ON THE "BILL TO PREVENT GIVING AID TO FUGITIVE SLAVES." IN THE HOUSE OF REPRESENTATIVES FEB. 23, 1861." The Ohio House of Representatives debated, during the Secession Winter of 1861, whether to repeal its Personal Liberty Law prohibiting, despite the Federal Fugitive Slave Act, persons from carrying off alleged fugitives from Ohio soil. Hitchcock says, "Want of decision, of firmness, has brought our country into the present unhappy condition. The pro-slavery faction, having lost, "immediately ... finds itself terribly oppressed by that government administered by itself." Hitchcock opposes appeasement, supports Lincoln, and stands against "traitors dictating terms to that government against which they are plotting."
