Signed in type "Go: WASHINGTON, President of the United States." 1p. 7-3/4"x13", May 7, 1794, this broadside reads in part: "...THIRD CONGRESS OF THE UNITED STATES: At the First Session, Begun and held at the City of PHILADELPHIA, in the state of Pennsylvania, on Monday, the second of December, one thousand seven hundred and ninety-three. RESOLVED by the Senate and House of Representatives of the United States of America, in Congress assembled, That the President of the United States be authorized to direct clearances to be granted to any ship or vessels belonging to citizens of the United States, for any port beyond the Cape of Good Hope; anything in the resolution for laying the embargo, to the contrary notwithstanding: Provided, That before the collector of either of the districts of the United States shall grant clearances, or any such vessel shall fail, the owners thereof shall give sufficient security to the satisfaction of such collector, that she shall not unlade her cargo, or any part thereof, at any port or place, previous to her arrival at the Cape of Good Hope..."
