HOOVER , J. Edgar (1895 - 1972) Controversial Director of the F.B.I. who built the organization into the world's finest investigative agency.Typed Letter Signed, "J. E. Hoover" 1p. quarto, on FBI letterhead, March 10, 1939, addressed to Hampton P. Fulmer, and reads in part: "...Your letter of March 3, 1939, in behalf of Miss Frances Snodgrass...has been referred to me by Mr. A.H. Belmont. I would be most happy if it were possible for me to give Miss Snodgrass consideration for a position in this Bureau. However, I regret to advise that in view of an Executive Order, effective February 1, 1939, placing clerical positions in this Bureau under Civil Service, only those applicants whose names have been formally certified by the United States Civil Service Commission, may be given consideration at such time as vacancies occur..." Fine.
