June 16, 1913, Typed Letter Signed, "Franklin D. Roosevelt" on official Assistant Secretary of the Navy letterhead with an embossed Navy flag logo with anchor and stars, and a U.S. seal watermark, circa 1913-1920, Washington, 9.25" x 7", Very Fine. Letter of consolation notifying Colonel William Gorham Rice, that he was not appointed to the expected position. Typical horizontal fold and upper right corner edge-creases. The bold "Franklin D. Roosevelt" signature is in vivid blue fountain pen ink and measures a huge 4" across.
