Even after the release of the Virginia exiles, members of the Society of Friends were generally treated with disdain in Revolutionary Philadelphia. Further arrests were made, as well as the random searching of homes and the confiscation of goods. During celebrations in the city after the fall of Yorktown, the windows of the homes of many Quakers were broken and several houses plundered. In this atmosphere, at the close of the Revolution, the Society issued this circular letter to remind the public of their principles and Pennsylvania's founding ideals of religious toleration.
