16th President. One page, 9.5" x 7.75", Washington, July 27, 1864, a day before the Fugitive Slave Laws were abolished. Just 9 days before this document was signed, President Lincoln issued a true proclamation of conscription of 500,000 men for the U.S. Civil War. Document directs the Secretary of State to affix the seal of the United States to a "Warrant for the pardon of Thomas S. Cassidy". Presidents have the power, under Art. II, Sec. 2 of the US Constitution to: "grant reprieves and pardons for offenses against the United States, except in cases of impeachment." During the Civil War many statutes were passed which allowed punishment and confiscation of land of people who fought against the Federal government on the side of the Confederacy. This, then, provides the legal framework and basis for Presidential pardon in the Civil War Era. With a full signature, "Abraham Lincoln", the warrant has been hinged to another sheet.
