"Seamen Entitled to Honorable Discharge'

July 19, 1865, Navy Department General Order No. 64, Choice Mint.
Signed in print by Gideon Welles, Secretary of the Navy. 8.5" x 5.5" printed "general orders". Regarding the case of the "Valley City," recently returned from a cruise under the command of Acting Master John A.J. Brooks, the list of men entitled to an honorable discharge was not transmitted to the Department until more than a fortnight after the discharged of the crew." Crew members who were to be honorably discharged were just discharged and had to to go "so the seat of government in order to obtain the discharges to which they were entitled. For this disregard of law .... Acting Master John A.J. Brooks is dismissed from service..."
