***Violet Douglas-Pennant was appointed as the second commandant of the fledgling WRAF in 1918. Investigating the state of the new service she identified its chief problem as a chronic shortage of new officers and agitated for the training of more. Shortly after her appointment Douglas-Pennant was removed on the grounds of inefficiency and unpopularity. The manner in which Douglas-Pennant was dismissed caused a public sensation and excited much public sympathy. Harmsworth was delegated by Lloyd George to look into the affair and make a report. "That the manner of Miss Douglas-Pennant's dismissal was most unfortunate. I think this view is held by the Air Ministry itself." - Cecil Harmsworth..
