USSR Premier signed typewritten 8"X11"½" two-page letter as Chief of Ukrainian Council of Ministers. Letter addressed to Chief of Oblispolkom tovarisch Reshetnnjak and Chief of Oblkompart tovarish Profatilov. Contents are about failure of Soviet economic plans after WWII.
