***"Whitehall 20 January 1829 Mr Secretary Peel having had Consideration, the Petition which you forwarded of James Wheeler, a Convict under Sentence of Death in the Gaol of Newgate; I am directed to acquaint you that Mr Peel regrets that he does not perceive any Circumstance stated that would justify him consistently with his Public Duty, in advising His Majesty to Grant the Prisoner any extension of the Royal Mercy.".
