Hopkins, concerning the inventor Tomlinson and the viability of his invention for raising and forcibly discharging water; text in part, "?and I think ingenious - & appears to me (to have) sufficient merit to intitle [sic] it to a...experiment... Mr. Tomlinson appears to be wholly devoted to this subject & I think is fully intitled [sic] to every encouragement to persevere.," with holograph address leaf, folio, (right edge ragged and with losses to some text on page 1, scattered spotting).
