In part, "We are hereby honored to inform you that, pursuant to our resolution, subsequent to negotiations with various elements in the Jewish community of Palestine, a settlement council will be established for the absorption of and assistance to newly discharge military veterans...to manage offices to help newly discharged military veterans in he main population centers, and to raise the means that are necessary in order to assist them. In addition, it shall motivate all of the elements in the Jewish community to take care of and prepare for the return of the newly discharged soldiers. Moreover it shall coordinate the activity of the various institutions and authorities that have taken care of such problems, to date..." The Association is further requested to provide names of candidates for two seats allocated to them on the council. Signed as president of the General Council.
