“Alexander H. Stephens” Writes an Opinion on the Legality of an 1866 Lottery ALEXANDER H. STEPHENS, Vice President of the Confederate States of America. Autograph Letter Signed, “Alexander H. Stephens,” in brown ink, on fine laid paper, June 22, 1866, Milledgeville, GA, 3-page letter on integral mailing sheet, 7.75” x 5”, Very Fine. This letter is to Henry Cleveland in Crawfordville. Stephens elucidates in some detail his observations on the legality of a proposed lottery within Georgia with regard to the distribution on a certain tract of land. He finds nothing illegal, comparing it with the way that “ ladies and other benevolent fairs are conducted. I speak not upon holding of such things but of the law touching them...” Included on the back leaf is a 3-cent U.S. Postage stamp, on top of another signature by Stephens: “...Opinion / ...
