BIOGRAPHY:
Ruby Noeleen Parks was a local wild life artist and art instructor for the City of Norfolk Parks and Recreation for 27 years. Ruby was a long time volunteer of the Fairlawn Advisory Committee, Chesapeake Bay Art Guild, and a member of the Red Hats. She was a loving dedicated Navy wife for 22 years , a native of Lander Wyoming, and has resided in Norfolk since 1965.
