This original Treasury Department, “Comptroller’s Office” Circular Signed, “Jno. Steele” as Comptroller, measuring 7.25” x 9.25”, 2 pages plus Circular Stamp with FREE on Intregral Address Leaf, (Washington). Docket on reverse. Some paper loss in margin at seal were red wax was opened away from the text. This printed Circular was transmitted to inform Collectors of 2 new Acts passed by Congress in regards to, ... registering and recording of ships and vessels.” And “An act laying an additional duty on salt imported into the United States...” A Handwritten Postscript at bottom makes a correction to a prior communication about Duty paid on Sugar, raising it from 1 1/2 cents to 2 cents!
