Agreement between His Imperial Majesty the Emperor of Russia and The Western Union Telegraph Company acting through plenipotentiary Hiram Sibley, in acknowledgement of the decision to discontinue their attempts to run a telegraph cable from Alaska to Siberia. The agreement notes that the project incurred expenses upwards of $2,575,000.William Orton (1807-1888) served as President of The United States Telegraph Company from 1865 to 1866, and later as President of The Western Union Telegraph Company from 1867 to 1878, when the two companies merged.
