Signed on May 13, 1905 by president Theodore Roosevelt, (fountain pen, black ink) lower right "Theodore Roosevelt" by Secretary of the Navy "William Henry Moody" lower left. Addressee "Charles Littlefield" upper middle, with blue "Navy Department, United States American" seal. Certificate Of Authenticity from "James Spence Authentication" Complete mounted in gold leaf frame.
