On 18 January 1964, President Johnson met with four African American leaders, including Roy Wilkins, Executive Director of the NAACP, James Farmer, National Director of the Congress of Racial Equality, Martin Luther King, head of the Southern Christian Leadership Conference, and Whitney Young of the Urban League, to discuss the President's declared war on poverty and how it afflicted African Americans far more than whites.
