Franklin D. Roosevelt. 8" x 12 ½" photostatic copy of an Affidavit signed, "OK. Franklin D. Roosevelt Jan. 24 – 1936." The affidavit states that: "…at 11:45 a.m., January 24, 1936, Mr. Stephen T. Early handed me at the White House a Message to the Congress in the President's own hand returning without his approval H. R. Bill 9870, entitled 'An Act to Provide for the immediate Payment of World War Adjusted Service Cerificates...." It further states that the department of State made twenty-six positive photostatic copies made of the President's message and this affidavit – this is one of those copies. In the two page copy of FDR's autograph letter to the House of Representatives he outlines his reasons for returning the bill without his approval: "…On May 22, 1935 in disapproving a bill to pay the bonus in full…I gave in person to a joint session of the Congress complete and explicit reasons for my action…This bill I now return differs from last year's bill in only two important respects…In all other respects,, the circumstances, arguments and facts remain essentially the same…." The World War Adjusted Service Certificates were certificates issued to World War I soldiers to pay bonuses redeemable after twenty years for $1 for each year served in the United states and $1.25 for each day served abroad. A new Act, which Roosevelt did approve, entitled the Adjusted Compensation Payment Act was passed just days after Roosevelt returned this bill.
