RUSSIAN IMPERIAL BADGE 116th INFANTRY REGIMENT
Badge is Maltese cross covered in blue enamel with numeral - 116 on the lower ray. On cross are laid on crossed gold cyphers of the Emperors Paul I and Nicholas II complete with the gold Imperial crowns. Bronze, gilding.
The badge was bought on Zeige 37 auction, 2010 lot 734.

WIKIPEDIA: A regiment is a military unit. Their role and size varies markedly, depending on the country and the arm of service. In Medieval Europe, the term "regiment" denoted any large body of front-line soldiers recruited or conscripted in one geographical area, by a leader who was often also the feudal lord of the soldiers.
