Description
as Assistant Secretary of the Navy dated October 6, 1915, addressed to Captain Roger Welles, Commanding Officer, Naval Training Station, Newport, RI, directing him to become 'detached' from his current position and to proceed to Philadelphia, PA, to eventually assume duty as the the first commanding officer of the battleship Oklahoma (Captain Roger Welles would eventually be promoted to Rear-Admiral), signed in black ink (faded but clear), additionally signed by Captain Welles and countersigned by an unknown party, mounted and framed together with a lithographed photo image of a seated President Roosevelt, and an engraved brass plaque (document appears to have loosened in its mount, is slightly off center but appears secure), signature guarantee by American Autograph & Manuscript, Palm beach, FL affixed verso, overall framed 25x35in.
